Skipr raises $2M in seed funding to scale its sovereign AI infrastructure, led by founder Andreas Hartl and backed by strategic investors in Abu Dhabi.

Skiper, a technology startup based in Abu Dhabi and part of the Hub71 global tech ecosystem, has successfully closed a $2 million seed funding round, securing early stage capital to accelerate development of its sovereign artificial intelligence infrastructure. The investment also places Skipr’s post money valuation at around $10 million, according to company announcements.

Founded and led by Andreas Hartl, who serves as Chief Executive Officer of Skipr Technologies, Skipr focuses on building what it describes as an “autonomous trust fabric”, a secure infrastructure layer designed to enable safe and compliant communication, coordination and data exchange between autonomous AI systems. As AI driven tools and services proliferate across industries, the company aims to address a growing market demand for interoperability and data sovereignty among national and enterprise users.

Skipr’s platform is purpose built for sovereign grade use cases, combining cryptographic identity, policy‑driven routing and auditable interoperability to ensure that AI systems can work together while maintaining full control over sensitive data and decision‑making frameworks. The startup says its technology is already being piloted in collaboration with telecommunications operators, cybersecurity labs and data centre partners as part of broader efforts to support AI ready digital environments at scale.

In a statement, Hartl explained that the funding will help the company advance its vision of secure AI to AI communication under sovereign governance, a capability he described as “no longer optional” in a rapidly evolving digital landscape where autonomous systems increasingly operate across organisational and cloud boundaries.

“Secure interoperability under sovereign control is essential for both governments and large enterprises as they adopt autonomous AI technologies,” Hartl said. “We are building the trust infrastructure that these organisations need to deploy AI safely, confidently and at scale.”

Skipr operates from Hub71, Abu Dhabi’s internationally focused startup ecosystem that has played a growing role in supporting early stage companies in sectors ranging from fintech to deep technology. Participation in the Hub71 network has provided Skipr with access to strategic partners, mentors and potential future investors as it prepares for its next phase of product development and market expansion.
