Dubai Chamber of Digital Economy signs a deal with Alibaba Cloud on AI agents. The MoU signed in Shenzhen covers Agentic AI training via Dubai Chambers Academy, startup compute credits and enterprise pilots to support private-sector adoption in Dubai.
Alibaba Cloud has signed a Memorandum of Understanding with Dubai Chamber of Digital Economy to support the adoption of Agentic AI technologies by Dubai’s private sector. The agreement was signed during the Dubai Business Forum – China, organized by Dubai Chambers in Shenzhen, by Saeed Al Gergawi, Vice President of Dubai Chamber of Digital Economy, and Dr. Feifei Li, Chief Technology Officer and President of International Business at Alibaba Cloud Intelligence. Dubai Chamber of Digital Economy is one of the three chambers operating under Dubai Chambers. The MoU establishes a framework for cooperation covering three areas: capability building and training, startup incubation and support, and enterprise adoption. It aligns with the program launched by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense of the UAE, and Chairman of The Executive Council of Dubai, to accelerate the private sector’s transition towards Agentic AI. Dubai Chambers oversees the wider program, which includes training tracks for member companies. Under the training track, cooperation includes access to training content, certifications, technical workshops and expert-led sessions through Dubai Chambers Academy, along with train-the-trainer programs and educational resources for company employees. For startups, the MoU provides technical mentorship, technology credits, compute resources and software licenses, and connects selected startups with Alibaba Cloud programs and its network. The third area explores support for enterprise pilots and production deployments, technical and implementation expertise, and showcasing proven solutions through Alibaba Cloud Marketplace. Saeed Al Gergawi said international partnerships in Agentic AI help Dubai-based companies develop capabilities, enhance operations and create innovative solutions and new business models, contributing to the growth of the digital economy and strengthening Dubai’s position as a global hub for advanced technology. Alibaba Cloud is the AI infrastructure and intelligence backbone of Alibaba Group and has operated in the region for years as a cloud provider for private-sector and government customers. For companies in Dubai the practical change is an additional channel for training content, compute credits and pilot support from a major cloud provider. The value of the MoU depends on whether the parties later report specific training completions, number of startups receiving credits, enterprise pilot outcomes or Marketplace listings. Other cloud providers already offer AI training, credits and deployment support in the UAE. This version pairs Alibaba Cloud’s infrastructure with Dubai Chamber of Digital Economy’s member network and Academy, under the Crown Prince’s Agentic AI program. If the next update from Dubai Chamber of Digital Economy or Alibaba Cloud names participant numbers, pilot results or Marketplace activity after the MoU, the agreement has a measurable follow-through. If the next statement only restates the three cooperation areas and the Shenzhen signing, the change for the market remains the same as the 3 November announcement. The figures missing from the current disclosure are any financial value of the MoU, timelines for specific programs and independent confirmation of uptake by member companies. The deal is one step in Dubai’s effort to equip its private sector with Agentic AI tools and skills through international cloud partnerships.
