Rasmal Ventures has signed a three-year memorandum with Türkiye’s Bilişim Vadisi to open a route between Gulf capital and Turkish technology firms. The note was signed at GITEX Türkiye in Istanbul and reported from 5 October 2026. It covers joint programmes, investor meetings, company-to-company introductions, training and the movement of founders and specialists in both directions. No fund size and no cheque were attached. Bilişim Vadisi is a technology development zone. It says it hosts more than 800 technology companies. Its flagship hub, Terminal Istanbul, is rising on the old Atatürk Airport site and is planned to hold more than 10,000 technology companies. Those are site claims, not occupancy today. İsmail Erkam Tüzgen, the zone’s chief executive, said the note would extend Terminal Istanbul’s links into Gulf capital markets. Soumaya Ben Beya Dridje, a partner at Rasmal Ventures, said the point was to validate market access before committing capital, and to give Turkish founders a path into Gulf Cooperation Council markets. Rasmal Ventures, based in Qatar, describes itself as the country’s first institutionally backed investment firm, and says sovereign funds including the Qatar Investment Authority have trusted it. That is a credential line. It is not a disclosure of assets under management, and it is not a commitment that QIA money will follow this memorandum. Specific programmes, the institutions said, will be defined over the coming months. A three-year frame with the work still to be written is a calendar, not a pipeline. For a founder in Istanbul, the useful question is whether a Gulf investor will take a meeting that ends in a term sheet. Matchmaking can produce that. It can also produce a panel and a photograph. For a Gulf investor, the useful question is whether a Turkish engineering firm can sell into Riyadh or Doha without a local partner it does not yet have. The memorandum names both directions. It does not name a first cohort, a sector, or a date for the first introduction. The geography is the part that is new. Qatar has capital and a small domestic market. Türkiye has engineers, factories and a startup scene that already sells into Europe. A bridge that is only introductions will not move a company. A bridge that includes a desk at Terminal Istanbul and a desk in Doha might. Neither desk was staffed in the note. Rasmal Ventures has signed other corridor notes, including one with Saudi consultancy Strategic Gears on an Asia link. A firm that collects memoranda is building a map. The test is the first company that crosses. Readers should also separate the zone from the airport project. More than 800 companies on the current campus is a present claim. More than 10,000 at Terminal Istanbul is a plan for a site still being built. Treating the second number as capacity Rasmal Ventures can tap this year would overstate the deal. So would treating “trusted by QIA” as a cheque from QIA into a Turkish startup. A sovereign fund that has backed a manager is not the same as a sovereign fund that has approved a Turkish deal. The sectors were left open. A software firm, a factory-tech firm and a payments firm do not need the same introduction. Bilişim Vadisi’s base is broad. Rasmal Ventures invests. Without a short list, a Turkish founder cannot tell whether this note is for them or for a neighbour. The coming months, which both sides cited, are the window in which that list either appears or does not. A further limit is the legal form. A memorandum is not a shareholders’ agreement and not a visa. A Turkish engineer who wants to open in Doha still needs a licence, a local sponsor in some cases, and a bank account. A Qatari fund that wants a board seat in Istanbul still needs Turkish company law and a currency it can live with. None of that was in the signing. The note can start those conversations. It cannot finish them. If Rasmal Ventures and Bilişim Vadisi name a first group of companies and a first investor meeting with an outcome, the three-year note has started. If the next line is another signing photo, count introductions held and capital that moved. The figure missing is both.
