Core42 has opened a partner programme with more than 50 firms, so software vendors, startups and resellers can build and sell on its cloud in the United Arab Emirates. The Abu Dhabi company, part of G42, announced it on 5 October 2026. The cloud already supports more than 47 Abu Dhabi government entities. Those two counts are not the same thing. One is a partner list. The other is existing public-sector use. Neither is revenue from the new programme. There are two tracks. Technology partners, including independent software vendors and startups, can put their products on Core42’s Sovereign Enabled Public Cloud and build with Microsoft Azure services. Channel partners, the sellers, can take Core42 cloud products to customers who care where data sits. Eligible products can also be listed on Microsoft Azure Marketplace. Selected partners may get architecture reviews, a sandbox, Compass token credits, joint marketing, and co-investment on priority projects. Applications are open at core42.ai . The steps are apply, onboard, then launch and register opportunities. Ahmed Labib, vice president for partnerships at Core42, said government and regulated buyers want more choice without losing sight of where data sits and which controls apply. The stack is Microsoft Azure plus UAE residency, governance and security controls that Core42 runs through its Insight layer. That is the product. A partner still has to get any sector approval its own solution needs. Core42 said it will help identify the controls. It did not take the approval off the partner or the customer. For a software firm in Dubai or Abu Dhabi, the useful question is whether a government buyer can purchase the product on this cloud without a separate residency fight. A programme with 50 names can open that door. It can also be a directory. No partner was named in the launch note. No fee, no co-investment cap and no Compass credit amount were published. A startup that applies cannot tell, from the announcement, whether it will get a credit or a form letter. The 47 government entities are the stronger number, and they predate the programme. They show that Core42 already runs workloads for Abu Dhabi public bodies. They do not show that a new independent vendor has a contract. Readers should not add 50 and 47 and call the sum a market. Sovereign cloud in the UAE is a residency and control product sold to ministries, banks and hospitals that cannot send certain data abroad. A reseller who can explain that, and still clear Microsoft’s marketplace rules, has a route. A reseller who only has a logo on a slide does not. G42’s ownership matters for the same reason. Core42 is not a neutral marketplace. It is the cloud arm of a group that already sells to the state. Partners get distribution. They also sit inside a stack whose controls Core42 sets. That can be the point, for a buyer who wants one governed environment. It is a constraint for a vendor that wants to run the same product on three clouds. A hospital in Abu Dhabi may prefer that constraint. A startup that also sells in Europe may not. The co-investment line needs the same care. Selected partners may receive money for priority customer projects. Selected is not all. Priority is not defined. A firm that joins in October and waits for a co-investment cheque has no published rule for when that cheque arrives, or whether it is a grant, a loan or a shared sales cost. Joint marketing is the same shape. It can be a booth. It can be a sentence in a press note. A last distinction is the customer. The programme is framed for government and regulated industries. A private retailer in Dubai is not the buyer this note is written for. If the 50 partners are mostly resellers of the same Core42 products, the choice for a ministry does not widen. If they are independent products that now run under UAE controls, it does. The announcement does not say which. If Core42 publishes the partner list and one production deployment that came through the programme, the 50 has a meaning. If the next note is another application link, count contracts signed, not logos collected. The figure missing is both.
