Morocco's renewed offshoring strategy targets 130,000 additional stable direct jobs by 2030, with 50,000 of them expected by 2026, and revenue of MAD 40bn — roughly $4bn — of which MAD 25bn, around $2.5bn, is projected for 2026. The more significant change is compositional. IT outsourcing now accounts for approximately 40.3% of Moroccan offshoring export revenue, having overtaken customer relationship management and contact-centre services. That mix shift matters more than the job target, because contact-centre work and software engineering are both exports of labour and they are not the same business. Contact-centre work is priced per seat, competes almost entirely on cost, and is the category most exposed to automation by language models. A Francophone support desk in Casablanca competes with one in Dakar or Tunis on price and, increasingly, with software that costs very little per interaction. Software engineering, data and AI work, application maintenance and cybersecurity are priced on capability. They are harder to relocate, they build institutional knowledge that compounds, and the people who do them can go on to start companies. Morocco reaching 40% ITO means it is moving up that ladder as the lower rung comes under automation pressure — timing that works in its favour. The nearshore pitch is geographic before it is financial. Senior developers in Morocco bill roughly $25–50 an hour, against $40–70 in Poland, $35–60 in Romania and $30–55 in Ukraine. On rate alone Morocco is the cheapest of that set. But rate is rarely the deciding factor for a European company, because the difference between $35 and $50 an hour is smaller than the cost of a project going wrong. What Morocco sells is a one-hour maximum time difference from continental Europe, a three-hour direct flight from Paris to Casablanca, and a workforce that operates in French and English. For a French or Spanish company, that is a team that attends the same standups, ships in the same working day and can be visited without an overnight stay. Eastern Europe offers the first two; the language and travel proposition is different. The layer Morocco is still building is capital. StartupBlink's tracking puts Egypt at 706 active startups , 64% of North Africa's total, with Morocco behind it. Moroccan funding events remain small — the country placed fifth in one month's MENA funding on a single $2m deal, and ORA Technologies ' extension of its Series A to $10m was notable enough to be regionally reported. An offshoring sector produces skilled engineers. Converting them into founders takes seed capital at a scale the engineering base would support but the investor base has not yet reached. The Casablanca Tech Valley development in Sidi Othman and Technopark Casablanca provide the physical infrastructure; the financing layer is the part now forming.
