A pre-seed of 1 million dollars is what Saudi platform Project Suppliers closed to turn a construction quote book into cash-flow software. The round, announced around 4 October 2026, is 3.75 million riyals. A group of angel investors participated. None were named. Valuation was not published. Co-founder and chief executive Hossam Jaber said the cheque lands at a point where the platform should pair matching with financial tools. English notes also render his name as Husam Jaber and Hossam Gaber. The Arabic is حسام جابر. That is the punch. The product today is a search and request-for-quotation desk for construction and procurement. The company, founded in 2020, says its database holds more than 12,000 suppliers and contractors, and that nearly 600,000 quote requests have gone through it. Users get tracking and live reports. The new money is meant for something else: artificial intelligence on that operational data, predictive tools, and financing products for mechanical, electrical and plumbing suppliers who wait on contractors. A quote request is not a paid invoice. Six hundred thousand RFQs can be a busy form, not a settled market. Jaber called MEP supply a backbone of Vision 2030 projects and said the structural problem is cash flow and late settlement between contractor and supplier. That diagnosis is familiar on giga-project sites. Retention, variation orders and a pay-when-paid chain leave the smaller supplier funding the job. A marketplace that has seen the quote, the award and the delay is in a position to score that risk. It is not, on this note, a licensed finance company. Predictive tools and “financing tools” were listed as the build, not as a book already originated. Use of proceeds is that suite, then new financial and technology products for contractors and suppliers in Saudi Arabia and the wider GCC. One million dollars is a thin budget for underwriting, a model team and a Gulf sales push at once. Angels who will not put their names on a pre-seed also leave the cap table opaque. If the next product is invoice finance, the regulator and the bank partner matter more than the database slide. The MENA angle is payment terms on the build, not another supplier directory. Gulf contractors already have ERPs. What they do not have is a shared view of who is owed, for which package, and how long the last three jobs took to settle. Project Suppliers is betting the RFQ log is that view. If the 12,000 names are active traders and the 600,000 requests map to real packages, the pre-seed bought a dataset lenders will want. If the names are a scraped directory, it bought a list. Caveats: angels undisclosed. Figures are company-reported. No take rate, no closed-deal volume and no default data sat in the note. AI financing without a licence is a roadmap. Vision 2030 is context, not a customer. If Project Suppliers names a financing partner and a collected-versus-requested ratio after this pre-seed, the quote book became a credit file. If the next note is another angel round with no names, count settled invoices. Watch days payable, not the RFQ total.
