About Omran
Omran Group, formally the Oman Tourism Development Company, is an Omani tourism developer. Its website describes it as the government's executive arm for tourism development, guided by the Oman Investment Authority and working with the Ministry of Heritage and Tourism. Its website says total assets exceed one billion dollars.
Omran was established in 2005. Wikipedia reports that its mandate was widened in 2014, when it took over development of tourism infrastructure from the ministry, which kept the regulatory role. In January 2021 the Oman Investment Authority announced that it was transferring its tourism and real estate investments to Omran, including the Yiti tourism city, two hotels and its shares in ASAAS Company. The board is chaired by Azzan Qassim Al Busaidi, who is also Undersecretary for Tourism at the ministry. Ayad Ali Al Balushi is chief executive, Saif Sulaiman Al Yarubi chief financial officer and Badar Hamad Al Abri chief operations officer.
Featured projects include Madinat Al Irfan, a city-scale development in Muscat, the Four Seasons Resort and Private Residences Muscat, the Port Sultan Qaboos Waterfront, Santani Jabel Shams, developed with Santani Wellness Resorts, and The Sustainable City - Yiti.
On 13 October 2026 Omran announced three development agreements worth more than OMR 122 million. Grova Developments, part of Hassan Allam Holding, will build a residential neighbourhood worth OMR 29 million and branded residences worth OMR 15.5 million at Madinat Al Irfan. Aurelian Development will deliver the OMR 78 million fourth phase of Yiti, with a five-star resort and 490 homes. On 5 October 2026 the ministry signed a licence agreement with Omran for an integrated tourism complex on the Sultan Qaboos Port waterfront in Muttrah, covering about one million square metres.
Omran is a parent partner in the Sustainable Development and Investment Company, a joint venture with SEE Holding. On 30 September 2026 that company signed a US$100 million financing agreement with the International Finance Corporation for The Plaza at The Sustainable City - Yiti.
