About National Industrial Development Center

The National Industrial Development Center is a Saudi government body that supports industrial development in the Kingdom. Saudipedia describes it as having legal personality and financial and administrative independence, and as organisationally linked to the Minister of Industry and Mineral Resources.

It began in 2007 as the National Industrial Clusters Development Program, established by a Council of Ministers decision. In August 2020 the Saudi Cabinet approved its conversion into the National Industrial Development Center, which Argaam reported at the time as part of Vision 2030.

Under its basic regulations the center develops policies in its field, proposes draft laws, coordinates with other entities on infrastructure, facilities and support services for targeted sectors, works to attract local and foreign industries and investment, and represents the Kingdom in related regional and international bodies. It also offers administrative and consultancy services to investors in those sectors. Its board is chaired by the Minister of Industry and Mineral Resources and includes at least four representatives of government entities and at least two private-sector representatives.

Saudipedia lists five export-oriented sectors as its focus: automotive, metals and mining processes, water desalination and energy-related spare parts, chemicals, and pharmaceuticals and biotechnology. Before the 2020 conversion the program set up the Higher Institute for Plastic Fabrication, the Higher Institute for Rubber Industries and three product development centers to help small and medium-sized enterprises turn locally produced petrochemical materials into higher-value products.

FlyNow Arabia's website records a memorandum of understanding signed in May 2024 between FlyNow, the General Authority of Civil Aviation and the center, and TechScoop reported in September 2026 that FlyNow credited the center and the Ministry of Investment for their guidance.
