About Monsha'at
Monsha'at is the General Authority for Small and Medium Enterprises of Saudi Arabia. It was established by a Council of Ministers resolution in 2016 as a public body with financial and administrative independence, is organisationally linked to a minister, and has its headquarters in Riyadh.
Its statute tasks it with organising and supporting the SME sector, raising SME productivity and their contribution to GDP, creating jobs and localising technology. Its tasks include classifying and evaluating establishments, preparing a national SME strategy, proposing laws and policies, diversifying financing sources and creating service centres and incubators. The board is chaired by the Minister of Commerce. Sami Al-Husseini became governor in August 2022, having been deputy governor for planning and development from 2019 to 2022.
Monsha'at runs SME support centres in Riyadh, Jeddah, Al-Khobar, Madinah and the Aseer region, which give entrepreneurs access to funders, mentoring and workshops. Its Tomoh programme, launched in 2017, gives registered firms a self-assessment, a relationship manager and a growth plan built on knowledge, markets and financing. TechScoop reported in July 2026 that Tomoh had supported about 3,300 businesses and taken 40 onto the Nomu parallel market, whose combined market capitalisation exceeded SAR 22 billion.
In 2018 it established the Saudi Venture Capital Company under the Private Sector Stimulus Program. TechScoop reported in July 2026 that the company has SAR 2.8 billion in capital and had invested in Seedra Ventures Fund II. In June 2026 the first cohort of 33 startups graduated from a six-month AI incubator that Monsha'at runs with the National Technology Development Program, at the SME Support Center in Riyadh. Also in June 2026 it led Social Entrepreneurship Week, from 14 to 18 June, with more than 44 entities and with the National Center for the Non-Profit Sector and the Social Development Bank as co-organisers.
As a government authority, Monsha'at has no funding rounds, and no revenue figures were found. TechScoop reported that its published target is to raise the SME contribution to GDP from 20 percent to 35 percent by 2030.
