About Ministry of Digital Economy and Entrepreneurship
The Ministry of Digital Economy and Entrepreneurship, known as MoDEE, is the Jordanian government ministry responsible for policy and legislation in information technology, communications and postal services. It is based in Amman. Its published vision is a secure and inclusive digital economy, and its mission covers digital skills, digital services, digital and social entrepreneurship and the enabling environment, pursued with the public and private sectors and civil society.
The institution traces its origins to 6 August 1939, when it was founded as the Ministry of Communications. It became the Ministry of Post and Telecommunications in 1992 and the Ministry of Communications and Information Technology in 2002. In May 2019 the government created the current ministry, widening the mandate of the former information and communication technology ministry to include digital entrepreneurship, electronic payments and digital skills, according to the World Bank. Sami Smeirat has been minister since 18 September 2024, according to the ministry's list of ministers. Samira Al-Zoubi is secretary general for administrative and financial affairs.
The ministry runs programmes and directorates for e-government, the National Broadband Network, strategies and entrepreneurship, artificial intelligence, and investment promotion. The e-government programme was announced in 2001 by King Abdullah II. The ministry's website says the broadband programme has laid 6,400 kilometres of fibre and connects 3,380 sites, without dating the figures. Its Jordan AI Strategy for 2023 to 2027 has an executive plan of 68 projects across priority sectors. TechScoop reported in May 2026 that Aumet's AI procurement system was first deployed at Al-Bashir Hospital in collaboration with the Ministry of Health and MoDEE.
Jordan News reported on 26 November 2025 that the Cabinet had approved a 2026 to 2028 digital transformation strategy prepared by the ministry with government entities and the private sector, with a plan of 57 projects covering digital identity, e-signatures, data governance and digital health and education. On 29 July 2026 the Petra news agency reported that Smeirat met the Executive Secretary of the UN Economic and Social Commission for Western Asia to discuss cooperation on digital transformation, artificial intelligence and government digital services.
