About هيئة تنظيم الاتصالات والحكومة الرقمية في الإمارات

The Telecommunications and Digital Government Regulatory Authority, known as TDRA, is the federal telecommunications regulator of the United Arab Emirates. Its Arabic name is Hay'at Tanzim al-Ittisalat wa al-Hukuma al-Raqamiyya. The authority is headquartered in Abu Dhabi and has an office in Dubai, according to Wikipedia.

TDRA was established in November 2003 under Federal Law by Decree No. 3 of 2003 as the Telecommunications Regulatory Authority. It was renamed the Telecommunications and Digital Government Regulatory Authority in April 2021, when digital government became part of its remit.

The authority's own website describes a mandate that covers oversight of the telecommunications sector, including licensing, device registration and wireless permits. It handles consumer complaints and mediates disputes with telecom providers, and it licenses and oversees trust service providers. It also runs the federal government network, which offers connectivity, cloud infrastructure, email, backup and a government service bus, and it provides cybersecurity services to government entities. Its public participation work includes consultations, polls and open data programmes. Wikipedia adds that it represents the UAE at the International Telecommunication Union.

Majed Sultan Al Mesmar has been Director General since a federal decree in July 2021, following his time as deputy director general for the telecommunications sector, a post he took in 2010. He also serves as the UAE's Government Chief Information Officer and chairs the board of trustees of TDRA's ICT Fund. Talal Humaid Belhoul was named as Chairman of the Board of Directors in coverage of the 2021 appointment.

Initiatives listed on the authority's website include Digital FraudHunter, an artificial intelligence system that analyses images and screenshots to flag possible fraud, a policy requiring subscriber consent for marketing text messages, and Ain TDRA, a platform for customers to share experiences with providers. Forbes Middle East reported that TDRA launched a 6G initiative and set up a 6G Committee in November 2025.
