About مجموعة إثكا
ITHCA Group is an Omani investment group focused on information and communications technology. It was formerly called Oman Information and Communication Technologies Group, or OICT Group. Its website says it aims to invest in fourth industrial revolution technologies and the infrastructure that supports them, including data centre, cloud and cybersecurity infrastructure.
The group was established in 2019. The Times of Oman reported in July 2023 that it was set up to restructure investments and assets previously held under the Ministry of Finance and later the Oman Investment Authority, and to lead development of Oman's ICT sector by investing in emerging technologies. Said bin Abdullah Al Mandhari was group chief executive in May and September 2025, according to a Foreign Ministry report and a MyStartupWorld article. The group's website now lists Talib Humood Al Rashdi as acting group CEO and Said Al Aufi as chairman of a seven-member board.
The group's subsidiary page lists eleven entities. They include Oman Broadband Company, founded in 2014 and wholly owned by the Government of Oman; Oman Technology Fund; Space Communication Technologies, which builds national satellite communications infrastructure; Oman Tower Company; FRONTECH; and Withaq Center, a shared services company. It also lists Onsor, an Omani IoT startup, Rihal, a data management consultancy, and OSOS, an ERP developer. The group is an investor in Phaze Ventures Fund 1.
The website records strategic investments in 2020 with Oracle and Onsor, and the official launch of Withaq Services in 2021. On 6 May 2025 the group signed a strategic investment agreement with the American semiconductor company Lumotive, according to the Foreign Ministry.
In September 2025 ITHCA led the first close of a Series A round for Rihal, investing $7.5 million toward a $15 million target, MyStartupWorld reported. The Oman Investment Authority launched Future Fund Oman in January 2024 with OMR 2 billion, and the Ministry of Finance named ITHCA among the managers of its SME and startup investments. The pages read gave no revenue, profit or asset figures.
