Djezzy Payment Services is a payment service provider in formation in Algeria and a subsidiary of Optimum Telecom Algérie, the mobile operator known as Djezzy. On 23 September 2026 the Monetary and Banking Council of the Bank of Algeria authorised the company to incorporate as a payment service provider, according to Algérie Eco and Ecofin Agency. Launchbase Africa described the decision as the central bank's first authorisation for a non-bank payment provider.
The authorisation is an initial step to set up the company, not a licence to operate. Ecofin Agency reported that the company must submit its application for final approval within 12 months of being notified, and that its activity as a payment service provider depends on obtaining that approval. Launchbase Africa reported that it must first put its operating structure, technical infrastructure and risk governance in place.
The decision is the first application of Bank of Algeria Regulation 25-02 of April 2025, which sets the conditions for authorising, approving and operating payment service providers, a status created by the 2023 monetary and banking law. Once approved, such a provider could offer payment accounts, execute payments and money transfers, and provide payment services to merchants, Ecofin Agency reported. Djezzy has not said which offers it plans to launch. In a statement quoted by Algérie Eco, Djezzy said the decision would support its digital payment solutions and its role in diversifying payment methods in Algeria.
The parent company, Djezzy, reported 18.1 million subscribers at the end of June 2026, up 4.2 percent from a year earlier, according to Ecofin Agency. The article gives no capital, executives or launch date for the new company.
