Nebius has become the first customer for Humain’s AI campus at Oxagon in NEOM. The preliminary framework covers up to 50MW, half of the initial 100MW under construction. Capacity is expected in phases from Q4 2027. It is not yet a binding contract.
Nebius has become the first customer for Humain’s AI campus at Oxagon in NEOM. The Netherlands-based AI cloud company signed a preliminary framework agreement with Humain and DataVolt for up to 50MW of capacity. That is half of the initial 100MW currently under construction. The first phase of the campus is planned at 360MW. The full Oxagon campus targets 1.5GW. Capacity is expected to come online in phases from the fourth quarter of 2027. The agreement was reached about six weeks after construction began. Nebius is expected to deploy Nvidia-powered computing infrastructure at the site to support demand for its AI cloud. The campus is designed for next-generation AI workloads. Oxagon will lease the land to DataVolt and provide infrastructure support. The site is expected to draw power from NEOM’s wind and solar assets. Specific power purchase terms and cooling details are not published. Tareq Amin, chief executive of Humain, described the commercial relationship with Nebius as a significant milestone and a demonstration of international demand for the infrastructure Humain is developing. Rajit Nanda is chief executive of DataVolt. The agreement is a preliminary framework. It is not a binding offtake contract with fixed pricing or firm capacity commitments. The language in the announcements uses “up to”, “proposed”, “contemplated” and “expected”. For a reader the useful distinction is between a named customer and a signed, enforceable contract. Nebius is named. The capacity is “up to 50MW”. The start date is “expected” from Q4 2027. Pricing, term length and performance guarantees are not disclosed. Until a binding agreement is signed, the 50MW remains a planned allocation rather than confirmed revenue. The 50MW sits inside a larger stack. It is half of the first 100MW under construction, which is part of a 360MW first phase, which is part of a 1.5GW campus target. Humain has separately stated longer-term ambitions of nearly 3GW by 2030 and more than 6GW by 2034 across its portfolio. The Nebius allocation is one piece of one campus. Construction of the Oxagon data center began in September 2026. The Humain–DataVolt partnership for the initial 100MW was announced at LEAP earlier that year. The Nebius framework is the first commercial customer milestone for the site. It is not yet an operational data center. A further limit is the renewable power claim. The site is expected to use NEOM wind and solar assets, but the volume of renewable power contracted, the backup arrangements and the grid connection status are not stated. Those details determine whether the campus can run at the planned density without interruption. Nebius is a Nasdaq-listed AI cloud company. Its decision to take capacity in Saudi Arabia is an offtake signal. It is not a description of how much of that capacity is already reserved under firm contracts or how much revenue it will generate in 2027 or 2028. Other Gulf markets are also securing international offtake for large AI campuses. The UAE has announced multi-gigawatt projects with named hyper scaler interest. Humain’s Oxagon campus now has a named European AI cloud customer for part of its first 100MW. The comparison is between announced interest and signed capacity. The preliminary nature of the framework means the 50MW can still change. “Up to” leaves room for a smaller final commitment. The six-week gap between ground-breaking and the customer announcement is short. It shows speed of commercial interest. It does not show that the facility is close to ready for load. Oxagon is a floating hexagonal industrial district on the Red Sea coast in NEOM. The campus is part of a wider set of Saudi data-centre plans. The Nebius agreement is the first time an international AI cloud company has been named as an anchor customer for this specific site. Other potential customers are not listed. The remaining 50MW of the initial 100MW under construction has no named customer in the announcement. That half is still open for future offtake. If Humain, DataVolt and Nebius publish a binding agreement with fixed megawatts, pricing and a firm commissioning date, the customer milestone has an operational follow-through. If the next update remains a framework or a further capacity announcement, the 50MW is still a planned allocation. The figure missing is the signed contract.
